Usually not - a spur or extension from an existing circuit where the regulations allow, tested and certificated where required.
Can you wire my new kitchen?
Yes - appliance circuits, sockets and lighting as part of a kitchen installation or for your own fitter.
Will the work be certificated?
Notifiable work is tested and certificated as required - you receive the documentation.
