Yes - and we check why it failed while we are there, because sockets rarely die of old age alone.
My lights flicker on the dimmer - repairable?
Usually a dimmer/LED mismatch; a compatible dimmer fixes it in one visit.
Do small repairs get certificates?
Where the work requires it, yes - testing and paperwork are part of the job, not an extra.
